ELICOS providers issuing multiple CoEs



Delivery to international students, continues to be a regulatory priority for ASQA and a focus across government.
The Australian Skills Quality Authority is alert to practices by ELICOS providers delivering English courses registered on the CRICOS register. ASQA monitors PRISMS data and is concerned providers are issuing multiple short Confirmation of Enrolment (CoEs) for the same ELICOS course. Providers should ensure they assess the students’ learning needs and goals prior to enrolling them in an ELICOS course.  ELICOS CoEs should be issued to overseas students for the duration of the course, including each level of the course the student will complete and holiday periods, consistent with the written agreement between the provider and student.   
We have communicated directly with all ELICOS providers to restate our expectations and the actions we are taking.
ASQA continues to actively engage across government to support compliance activities, surveillance, and monitoring activities, where concerns around provider practice have been raised. 
ASQA draws on data and intelligence from many sources to assess risk and determine the regulatory response. Where our compliance and monitoring activities identify a provider does not meet the requirements of the ESOS Framework, we respond in a proportionate way using a range of monitoring, enforcement, compliance, and education tools.
